The library will utilize the open bid process when possible for amounts over $20,000.

PROJECT DESCRIPTION

The 95th Street Library work consists of interior renovations to both levels of the building. The area affected by the project includes approximately 39,950 SF of interior space. It includes Selective Demolition, Rough and Finish Carpentry, Metal Fabrications, Glazed Decorative Metal Railings, Hollow Metal Frames, Flush Wood Doors, Aluminum-Framed Entrances and Storefronts, Door Hardware, Glass and Glazing, Gypsum Board Assemblies, Acoustical Ceilings, Tile Carpeting, Resilient Tile and Bases, Wall Coverings, Painting, Sound Absorbing Acoustic Units, Wall and Door Protection, Sound Isolation Practice Rooms, Fire Suppression, HVAC and Electrical

• Bidding documents consist of Project Plans, Project Manual and Construction Manager’s Bidding Information Booklet. These documents contain the specifications, contract documents, instructions to bidders, and bid form.

BID DUE DATES & PRE-BID CONFERENCE

MANDATORY PRE-BID MEETING
10:00 am on Thursday, January 12, 2017 at 95th Street Library, 3015 Cedar Glade Drive, Naperville, Illinois 60564 in Meeting Room AB. All potential bidders must attend.

The cut-off for Bidder questions is Wednesday, January 26, 2017.

BIDS ARE DUE
Bids will be received until 10:00 A.M. local time on Tuesday, January 31, 2017 at the Nichols Library, Office of Director, 200 W. Jefferson Ave., Naperville, Illinois 60540. Faxed or electronically transmitted bids will not be accepted.

BID OPENING
Bids will be opened and read publicly immediately following receipt on January 31, 2017 at the Nichols Library in the Naper Launch room, 200 W. Jefferson Ave., Naperville, Illinois 60540

CONTRACT AWARD

Awards will be presented following bidding and qualifications to the Board of Library Trustees in Mid- February 2017.

Naperville Public Library will receive sealed bids/proposals from Furniture Contractors for 95th Street Library Furniture FFE until 11:00 A.M. local time on Tuesday January 31, 2017, in the Executive Board Room of the Nichols Library, 200 W. Jefferson Ave, Naperville, Illinois 60540. Sealed envelopes or packages containing bids shall be addressed to the Executive Director and plainly marked “BID PROPOSAL FOR BID PACKAGE #00 – (NAME OF BID PACKAGE) – 95th STREET LIBRARY FURNITURE FFE” on the outside of the envelope. Bids will be opened and read publicly immediately following at the same location in the Board Room.

Separate sealed bids for the following Furniture Bid Packages ONLY will be accepted:

Furniture Bid Documents consist of the Drawings & Project Manual. These documents contain the

Each bid shall be accompanied by a bid bond, certified check, or cashier’s check, equal in value to 10% of the bid, payable to the Naperville Public Library. Performance and Payment Bonds in the amount of 100% of the total bid will be required by each successful contractor under this project.

Work performed under this contract shall be in accordance with Illinois and Naperville Prevailing Wage Act (820 ILC 130/1, et seq.), the Substance Abuse Prevention on Public Works Projects Act (820 ILCS 265/1, et seq.) and Drug Free Workplace Act (30 ILCS 580/1, et seq.) and any applicable superseding ordinance or public law.

The contract award will be made to the lowest responsive and responsible bidder. The Library will consider all factors which it, in its sole discretion, deem to be in the best interest of the Library. While price is important, past library experience and ability to timely deliver the Furniture on schedule are also important considerations. No bid will be considered unless the bidder shall furnish evidence satisfactory to the Board of Library Trustees that the bidder has the necessary facilities, abilities, experience, equipment, financial and physical resources available to fulfill the conditions of the Contract and execute the work, should the Contract be awarded such bidder.

Bidders will examine the plans and specifications and also the location in which said work is to be done and judge for themselves all the circumstances and surrounding conditions affecting the cost and nature of the work, and all bids will be presumed to be based on such examination, familiarity and judgment.

The Library reserves the right to waive any irregularities and to accept any or reject all bids when, in the opinion of the Library, such action will serve the best interest of the Library.

Bids will be held good and may not be withdrawn for a period of ninety (90) calendar days from the date of opening.
