If you are using other browsers (Mozilla Firefox, Netscape) than Internet Explorer, when you try to submit the form it will ask you if you want to download the application. Say "Yes" and choose the option to browse to select the application you want to use. Then browse to the folder where the ".exe" of the browser exists( Mozilla.exe / Firefox.exe / Netscape.exe ) and say ok. This will successfully submit the form. Everytime it asks for download go through the same process.
